I've had better luck calling in for U2 tickets
If anyone has ever tried to call the Texas Workforce Commission for assistance, you have likely been frustrated, or worse. Sometimes you can call in a dozen times in one day and get a busy signal every time. Sometimes you call in and get a recorded message that says "we are not taking any calls at this time." It's always worse after a natural disaster, like a flood or hurricane, that displaces thousands of people. With that said, I have one suggestion - quit calling. Try emailing the TWC at customers@twc.state.tx.us. I think you'll find that you'll get a timely response that resembles something akin to customer service.
